What Is an Event Security Permit?
It's an official approval from SIRA confirming that your security arrangements meet Dubai's regulatory standards, covering everything from religious holidays and national celebrations to festivals, sports competitions and exhibitions. Every organizer must have it in hand before the event begins.

Legal Framework Governing Event Security Permits
SIRA is the primary licensing authority in Dubai, but the framework isn't uniform across the UAE — Abu Dhabi Global Market, for instance, requires its own Entertainment and Events Permit, and getting the wrong permit for the wrong jurisdiction can mean fines up to level 8 on the penalty scale.
Security companies themselves need a Private Security Companies licence from the Ministry of Interior — separate from a standard commercial trade licence — plus, for Dubai operations specifically, DED approval and a security services permit from Dubai Police. None of these requirements are optional.

Steps to Obtain the Permit
The application runs through the SIRA e-services portal: log in, complete the event details accurately, attach the trade licence and guard list, then submit and wait for approval — typically around two business days, though complex events should allow more time. Any changes to dates, location or security arrangements after submission must be reported to SIRA immediately, and the same applies if the event is cancelled.

Security Guard Requirements & Licensing
Every individual guard needs a valid Security Cadre Card, which requires proper residency status and a certificate of good conduct from Dubai Police, plus completion of the accredited Security Events training course covering crowd management, emergency response and communication. Maintaining a live register of licensed operatives is itself an audit requirement.
